The reason condensation can build up is due to poor air circulation. Lofts are designed to be cold but it needs air flow. Eaves allow air flow within the loft and if they're blocked or the membrane on the back of rhe roof tiles are not breathable, any moisture will cause condensation. 

Loft Boarding is very strong and holds a significant amount of weight if placed on a solid base. If your roof joists are not thick and strong as the rafters in the floors of your living spaces and therefore you should not exceed the static weight of 25kg that's recommended the roof rafters might not hold.

The loft joists in a many new properties are designed for the weight of the roof. These only provide a small amount of storage space, the British Standard minimum is 25kg per sqaure metre of static weight including the weight of anyone accessing the loft. 

You can do, but Loft Boarding is for storage purposes only and should not be used as everyday living. Using this space as a living area WILL void any warranty offered and you can get in trouble with The Local Building Control Authorities.
